What is Solar ATAP?

The Solar Accelerated Transition Action Programme (Solar ATAP) is Malaysia’s latest initiative to make rooftop solar more accessible, transparent, and cost-effective for both homeowners and businesses. Effective from January 1, 2026, Solar ATAP is designed to help consumers install solar photovoltaic (PV) systems for self-consumption, while also allowing them to export surplus energy back to the grid for bill credits.

Who Can Join?

  • Eligibility: Any existing electricity consumer (TNB registered) who is not under a multi-tenant scheme and does not already have a solar PV system or is willing to terminate their current solar contract (e.g., NEM or FiT) can apply.
  • Capacity Limits:
    • Single-phase homes: Up to 5kW (above this, special approval needed)
    • Three-phase homes: Up to 15kW (above this, special approval needed)
    • Non-domestic: Up to 100% of maximum demand, capped at 1,000kW.

How Does the Credit System Work?

  • Domestic Users: Receive bill credits based on the standard energy charge for every unit of excess energy exported.
  • Non-Domestic Users: Credits are based on the average System Marginal Price (SMP), reflecting the actual avoided cost of electricity.
  • No Carry Forward: Unused credits in a billing period are forfeited and cannot be carried over to the next month.

Installation & Technical Requirements

  • Rooftop Focus: Solar PV panels must be installed on the roof or within the same compound (e.g., solar carparks, covered walkways).
  • Technical Assessments: Depending on system size, a Connection Confirmation Check (CCC), Connection Assessment Study (CAS), or Power System Study (PSS) may be required.
  • Certified Installers: Only registered PV service providers (RPVSP) and certified professionals can carry out installations.

Application Process at a Glance

  1. Check Eligibility: Confirm you’re a TNB-registered consumer and not in a multi-tenant property.
  2. Determine Capacity: Know your system size limit (5kW/15kW for homes, up to 1,000kW for businesses).
  3. Appoint a Registered PV Service Provider: Find a certified installer via SEDA Malaysia.
  4. Prepare Documents: Gather technical drawings, latest electricity bill, and other required documents.
  5. Apply Online: Submit your application through the eATAP system and pay the application fee (RM7.50 per kW).
  6. Approval & Installation: Once approved, sign the Solar ATAP contract, install the system, and commission it within 18 months.
